Manager, Repair Station Quality
This position requires access to United States Export Controlled information.
Summary:
The Repair Station Quality Manager is responsible for maintaining and assuring the continued compliance of the Repair Station Quality Management System to multiple regulatory agency and customer requirements.
Accountabilities:
- Serves as the regulatory point of contact (liaison) for the Repair Station. Ensures notifications of certifications renewals, continued validity of certification, submission of quality reports and related regulatory requirements are in compliance.
- Establish policies and procedures that integrate regulatory requirements into the repair station maintenance, preventive maintenance or alteration processes. Responsible for ensuring all relevant repair station manuals are current.
- Establish, implement, maintain and enforce the standards and system for ensuring that all receiving, preliminary, hidden damage, in-process and final inspections of articles undergoing maintenance, preventive maintenance or alteration are performed in accordance with the applicable maintenance data and the procedures in the relevant repair station manual.
- Determine that work performed by the repair station is within its repair station certificate authority; initiate and maintain regulatory capability lists in a timely manner.
- Manage all phases of external and internal audits (TIP QA: TM, NC and CA assignment, corrective actions, monitoring status; root cause and corrective action) to assure effective and efficient process; facilitate, coordinate, conduct, document and assure timely completion of all audit activities. Lead, mentor and train repair station auditors; follow up and ensure the timely closure of all audit findings. Provide recommendations for improvements, including continuously improving the audit process itself.
- Develop and improve efficiency / effectiveness of internal systems, procedural and product audit processes based on conclusions and insights from the analysis of trends and recurring findings.
- Implement and maintain initial and recurrent training for all personnel involved in the maintenance, preventive maintenance and alteration of civil aviation articles is adequate to establish compliance with applicable regulations as delineated in the training program.
- Initiate and Lead Safety Management System (SMS) activities to continuously sustain aviation safety; train repair station personnel in SMS; document SMS results and report to management recommend solutions for major findings and obstacles
Key challenges include—
• This position has significant matrix responsibility and as such, the incumbent must be able to motivate and lead through persuasion and influence
• The incumbent must be capable of conversing with the different levels of personnel in the organization regarding repair station processes and possess a sufficient background to develop recommendations for continuous improvement
• In managing the repair station quality related activities / requirements, a solid knowledge of the required standards applicable to Moog systems and procedures, regulatory agency requirements and relevant quality management systems standards is vital. Follow through is important
• Constant interface with external third-party auditors, regulatory agencies, various leaders and personnel of the organization to conduct training, improve systems and procedures in support to the repair station (Global Support). Critical analysis of data as basis for policy and procedural change is expected
Requirements:
- Bachelor of Science in Engineering / Technical related degree; or equivalent (equivalency is eight years’ work experience in a similar position)
- 5 years’ experience in a repair station or maintenance organization environment or demonstrated equivalency
- Thorough understanding of regulatory agency requirements as well as a knowledge of Moog products, product terminology, quality requirements, and familiarity with the repair station systems and procedures
- Knowledgeable in process improvement methodologies
- Systems thinking and strong analytical skills
